Canada to recruit 400,000 new immigrants a year to boost economy

Canada has announced that it will increase immigration into the country and simplify the process in order to help the economy recover and grow

Canada aims to accept over 400,000 permanent residents each year under the 2021-2023 Immigration Levels Plan. The focus of the new plan will be geared towards economic growth, with the Economic Class accounting for 60% of new admissions.

The new Canadian migrant visas are aimed at increasing numbers of people through the following programmes:

·        Self-Employed Persons Program

·        Federal Skilled Trades Program

·        Federal Skilled Worker Program

·        Canadian Experience Class  

·        Start-up Visa

In recent years, Indians have made up the largest nationality to obtain permanent residency in Canada. Migrants have been helped by a more straightforward path to citizenship, as well as schemes aimed at attracting entrepreneurs and highly skilled workers.

According to immigration analysts, the main reason behind increased migrants from the US to Canada is the confusion surrounding the H-1B scheme, as well as the extremely long waiting times for a US green card for Indians.

Marco E. L. Mendicino, Minister of Immigration, Refugees, and Citizenship said, “As we look to the future, newcomers create jobs not only by providing our businesses with the skills they need to thrive, but also by starting their own businesses.” He added, “Our plan will help to address some of our most pressing labour shortages while also increasing our population to keep Canada competitive on the global stage.”.

To fill critical labour market gaps and remain competitive on the global stage, the 2021-2023 levels plan aims to welcome immigrants at a rate of about 1% of the Canadian population, including 401,000 permanent residents in 2021, 411,000 in 2022, and 421,000 in 2023.

While Immigration, Refugees and Citizenship Canada (IRCC) continued to accept and process applications throughout the pandemic, global travel restrictions and capacity constraints resulted in a shortfall in admissions in recent months.

Jas, who runs one of the leading real estate companies in Canada and is the author of the book Real Estate Intelligence, pointed out that around three times more homes will need to be built to accommodate new arrivals as well as fast-growing local demand in a hot property market.

This is due to a number of factors, such as Canada’s strong economy, migrant friendly policies and healthcare, but especially because their route to permeant residency and Canadian citizenship is so much faster easier than in other countries.  

The UK is also opening up new immigration routes post-Brexit having abandoned former Prime Minister David Cameron’s 2010 target of cutting net migration to the “tens of thousands”.

However, the UK government has pledged to clamp down on illegal immigration with plans to reduce the number of appeals against deportation.

Overseas workers in key health and care roles will have more opportunity to work in the UK following changes announces to the Immigration Rules, the Home Office has announced.

New jobs that have been added to the UK Shortage Occupation List, which gives people in these roles a major advantage in obtaining a skilled worker visa, include:

·        pharmacists

·        laboratory technicians and for the first time in over a decade

·        senior care workers and nursing assistants.

Further additions to the Shortage Occupation List include:

·        Health services and public health managers and directors

·        residential, day and domiciliary care managers and health professionals not elsewhere classified

·        audiologists and dental hygiene therapists, as well as

·        modern foreign language teachers.

These radical changes will help healthcare businesses and public services across the UK, which have struggled to recruit staff, to access to the best and brightest talent from all over the world in a post-brexit era.

The move follows the government’s rollout of the new points-based immigration system, after the UK left the European Union and opted out of EU freedom of movement at the end of last year.

Minister for Future Borders and Immigration Kevin Foster said:

Every year we welcome healthcare workers from across the world to our United Kingdom, with many having played a key role on the frontline of the NHS during the recent pandemic. This latest set of changes, combined with our Health and Care Visa, will ensure they can easily get the immigration status they deserve.

Under the points-based immigration system, people applying to come to the UK through the skilled worker route must gain 70 ‘points’ to be eligible for a UK work visa.

A job listed on the official Shortage Occupation List is worth 20 points.

Added to points gained under the mandatory criteria – an acceptable standard of English, a job offer from a licensed sponsor and the required skill level, worth 50 points – gives people applying for jobs on the shortage list the required 70 points for a UK work visa (work permit).

The updated list comes after a review published by the independent Migration Advisory Committee last year.

Other important changes made under the Immigration Rules include:

·        Confirming the Student Visa Graduate route will launch from July 1;

·        Updating the Skilled worker visa going rate to include a minimum hourly rate to safeguard against employers who may require employees to work longer hours to make up for the lower rates of pay;

·        Replacement of the current Intimidation Policy with the Afghan Relocation and Assistance Policy; and

·        Further building on the world-leading Global Talent route to automatically endorse recipients of international awards, including the Nobel Prize, to qualify for a visa, with more prizes to be added later in the year.

The government also announced plans to launch another new immigration route to help start-ups and fast-growing firms recruit the talent they need to innovate and grow during the Chancellor’s Budget speech as part of a range of measures for highly skilled migrants.

For the first time since the abolition of the HSMP visa, highly skilled migrants with a job offer from a recognised high-growth firm will qualify for a visa without the need for sponsorship or third-party endorsement.

The changes will be welcomed by industry and healthcare sector leaders who are desperate for staff, especially in hospitals, care homes and domiciliary care providers.

Illegal Immigrants Can Get COVID-19 Test Without Being Deported From The UK, Home Office Confirms

Undocumented immigrants will not face removal from the UK if they register with a GP to receive a coronavirus vaccine, the Home Office said.

The amnesty potentially applies to up to 1.3 million migrants in the UK illegally, which will help build up the general population’s immunity to the virus as we start easing lockdown, the Daily Mail said.

The offer of a free ‘no questions asked’ test includes anyone who arrived in the UK illegally or has overstayed their visa.

“Coronavirus vaccines will be offered to everyone living in the UK free of charge, regardless of immigration status,” a Home Office spokeswoman said.

“Those registered with a GP are being contacted at the earliest opportunity and we are working closely with partners and external organisations to contact those who are not registered with a GP to ensure they are also offered the vaccine.”

The Daily Mail said the Home Office will take no action when an undocumented migrant registers with a GP for a vaccine. Migrants in the UK illegal fear being reported if they register with a GP, but the Mail reports that the Department of Health will not share their identities with police or immigration officers.

A Home Office spokeswoman told Yahoo News UK that all primary medical care services are available free to anyone in the country, regardless of immigration status, including COVID vaccines.

Vaccines are freely available to overseas visitors, with no immigration checks, and the Department of Health has informed NHS trusts that patients being vaccinated, tested or treated are not to be checked.

The number of undocumented migrants in the UK is impossible to accurately calculate, but research suggest the figure is above a million, according to Full Fact.

From Monday, travellers will need to carry a form before leaving the country stating that their trip is “permitted” under “stay-at-home” restrictions.

How will new Tech Visa and Global Mobilty Visa help the UK economy and fintechs?

In a little mentioned part of this week’s Budget speech, the Chancellor launched two new UK working visa schemes to attract and retain top tech industry talent. 

Speaking to MP’s in Wednesday’s Budget, Rishi Sunak announced plans to introduce “fast track” working visa applications for migrants with a job offer from UK scale-up, together with a new “Global Business Mobility” visa.

Potential recruits will not need to obtain a third-party endorsement or be backed by a sponsor organisation in a major simplification of the current tight Immigration Rules.

The significant shift in recent immigration policy follows a review led by former Worldpay boss Ron Kalifa, which urged the government to make the highly skilled migration system more tech-friendly. 

The government has listened to lobbying from the tech industry bosses after the Brexit referendum threatened the loss of top talent. 

Overseas migrant workers represent around 42% of UK fintech employees, of which EU workers form 28% of the talent pool. 

The industry welcomed the new visa schemes as a “golden opportunity” for fintechs and startups more widely. 

“The new visa presents a golden opportunity for the UK to continue to trailblaze in fintech – encouraging entrepreneurialism, investment and growth,” Rafa Plantier, head of UK and Ireland at open banking platform Tink said.

But what will the scheme actually mean for startups on the ground? 

The revamped visa system comes at an already difficult time for small businesses dealing with immigration changes due to Brexit. 

“As UK employers prepare for the period beyond Covid-19 and Brexit, they will be receptive to a visa system that enables them to access the talent and experience that they need,” Joanne Hennessy, immigration law expert at Pinsent Masons said.

Access to top talent may help in reducing costs and administration in the long run compared to the limited options currently available, PwC’s immigration partner Lindsey Barras added.

“Highly skilled individuals will be able to undertake short-term contracts, or work for a range of businesses throughout their stay in the UK, without the need for a specific sponsor.” 

A review of the Innovator visa, which allows experienced business people to set up companies with £50,000 investment, has been welcomed by founders.

“The Innovator visa is currently unfit for purpose, needing fundamental reforms to align incentives so the pricing is clear and more high-quality organisations become endorsing bodies,” Philip Salter, founder of The Entrepreneurs Network told City AM.

“As our Job Creators report has found, prior to Brexit 49 per cent of the fastest growing businesses in the UK had at least one foreign-born founder. If we are to continue this record, we need to ensure that the visa process is as fast and unbureaucratic as possible.” 

Meanwhile, the new visa scheme allowing some Hong Kong residents the chance to live in the UK is live and ab estimated 300,000 Hongkongers are expected to take advantage of the programme. British National (Overseas) passport holders in Hong Kong and their dependents can take advantage of a new streamlined route to permanent residency and full citizenship in the UK.

Prime central London property is already being snapped up by Hong Kong buyers fuelling a further rise in house prices despite a 10% fall in GDP last year.

From Monday, travellers will need to carry a form before leaving the country stating that their trip is “permitted” under “stay-at-home” restrictions.

Hong Kong residents buy up UK properties ahead of expected immigration surge

Hong Kong residents bought four times as many luxury London properties in the previous year amid an expected immigration surge, The Telegraph reports.

Property buyers from Hong Kong snapped up 8% of luxury homes sold in London's wealthiest areas in 2020, according to a report by Hamptons International – 400% UP on 2019’s figure.

Wealthy HK investors became the joint second most common buyer nationality in Prime Central London, along with Middle Eastern buyers and behind those from the EU, the estate agent said.

The moves follow the Government’s new visa pathway for Hong Kong residents opened in January, following China’s tightening of national security laws.

Hong Kong’s British National (Overseas) passport holders are eligible to apply for a special visa giving them the right to work and study in the UK for up to five years. At the end of this period, they will be able to apply for settlement, and seek citizenship after a further year.
