UK To Give 5000 Temporary Working Visas To Solve Driver Shortages

Ministers will confirm on Sunday that 5000 temporary UK working visas will be issued to foreign lorry drivers to help fill job vacancies which are causing fuel and food shortages.

It is understood that the scheme will run for three months and be capped at 5000 visas. Some will see this as a U-turn for the government’s Brexit principle of controlling our borders and cutting immigration to boost jobs and pay for British workers.

The visa scheme is unlikely to fix the estimated shortage of around 100,000 drivers. Setting up the visa scheme and recruit and training the drivers will take several weeks, if not months, and there is also a shortage of 400,000 drivers in Europe.  

One option to deal with the immediate problem would be to deploy HGV driver from the Army.

Yesterday, UK Environment Secretary has confirmed that the government is weighing up options on how to deal with growing labour shortages in the food sector.

George Eustice said the government was considering whether changes could be made to the Seasonal Agricultural Workers' Scheme (SAWS) - the temporary working visa quota-based scheme that allows farmers to recruit overseas for seasonal jobs.

Trade bodies have warned of panic-buying and food shortages this Christmas unless urgent action is taken to address the lack of staff and thousands of job vacancies in the UK.

Some blame the shortages on Covid and Brexit, but staff shortages in developed countries have been building up for years.

Mr Eustice said "the reality that there is an acute labour shortage at the moment across the UK economy".

The real issue is that after decades of outsourcing our manufacturing and back-office services to countries such as China, India and The Philippines, the UK now has a major skills shortage gap.

The SAWS scheme allowed 30,000 temporary workers to admitted to the UK this year to fill job vacancies in agriculture - mostly working on fruit and vegetable farms. Migrants have long filled farming jobs, like picking and packing of produce, that British workers refuse to do.

There are over a million people unemployed in the UK, 5 million on some sort of universal credit benefit and 600,000 still on the job retention furlough scheme – paying employers to have staff sitting at home months after the economy has reopened.

When asked if he would be looking at changes to visas to address workforce shortages, Transport Secretary Grant Shapps said on Thursday: "If that was actually the solution, I'm sure we would move to it quickly and I don't rule out anything."

The National Farmers' Union (NFU) has called for another emergency visa to allow firms to recruit from outside the UK.

But Prime Minister Boris Johnson said he does "not believe people will be short of food" this autumn and winter, amid reports of some gaps on supermarket shelves.

Referring to an earlier NFU report, Ms Batters said that there were an estimated 500,000 unfilled vacancies in the industry.

Due to labour shortages, some farmers have resorted to giving fruit and vegetables away rather than let it rot in their fields.

The UK Environment Secretary has confirmed that the government is weighing up options on how to deal with growing labour shortages in the food sector.

Trade bodies have warned of panic-buying and food shortages this Christmas unless urgent action is taken to address the lack of staff and thousands of job vacancies in the UK.

Some blame the shortages on Covid and Brexit, but staff shortages have been building up for years.

Mr Eustice said "the reality that there is an acute labour shortage at the moment across the UK economy".

Mr Eustice added that there are "some real concerns about how we'll deal with that spike in demand in the two weeks up to Christmas".

"We have SAWS and we're looking at options as to how we can change the focus of that and we hope to be able to say something on this shortly," he continued.

Mr Eustice has previously said the government wanted to monitor whether workers who may be made redundant when the furlough schemes finish at the end of September could instead enter the labour market where there are shortages. Those include areas such as lorry driving or meat processing.

However, he said if that did not happen "then the beauty of a controlled immigration system is you can take steps to allow people to come in on temporary visas should you want".

NFU head Minette Batters warned ministers that the food and farming sector is on a "knife edge" because of labour shortages across the entire supply chain.

The letter, signed on behalf of a number of food and drink trade bodies, called for the introduction of a Covid-19 recovery visa to open up new recruitment opportunities.

"Without it, more shelves will go empty and consumers will panic buy to try to get through the winter," Ms Batters wrote.

Referring to an earlier NFU report, Ms Batters said that there were an estimated 500,000 unfilled vacancies in the industry.

As well as the potential food shortage this Christmas, driver shortages are being blamed BP for growing fuel shortages in the UK.

The Home Office could include HGV Drivers on the shortage occupation list which would enable employers to apply for longer term working visas (work permits) to fill diver job vacancies.

This would fly in the face of the Brexit principle of controlling our borders and cutting immigration to boost jobs and pay for British workers.

EU nurses coming to UK drops by 90% since Brexit

The number of EU Nurses registering to work in Britain has fallen dramatically by 90% since the Brexit referendum according to new figures by the UK nursing regulator and reports in The Telegraph and BBC.

Last July, just after the referendum where 52% of British people voted to leave the European Union, 1,304 nurses joined the nursing and midwifery register to work in the UK,  official figures show. Last month the number had plummeted to just 101 nurses.

Figures from the Nursing and Midwifery Council (NMC) also report more EU nurses deciding to stop working in the UK at a time when every hospital in the country reporting a shortage of nurses and many European countries, such as Romania, Spain and Portugal have high unemployment and little opportunity for newly qualified nurses.

The NMC register shows that 318 decided to leave almost double the number who left in  June 2016 when the referendum took place.

European nurses, like their non-EU counterparts, are now required to take a language test, which may partly account for the drop in registrations. There is also a fall in of overseas nurses requesting an application pack to register to work in the UK, with only 453 enquiries in December compared with 697 in July.

In January 2016, just under 3,700 EU nurses and midwives applied for an NMC application pack, but following the introductions of English language test the following month, the number fell to 861. EU nurses do not need to carry out competence tests, as their qualifications are accepted by the NMC.

The health sector and NHS depends on overseas workers and in 2015/16, 9,388 overseas nurses and midwives registered to come work in the UK.

NMC chief executive Jackie Smith, said: “This is the first sign of a change following the EU referendum and it is our responsibility as the regulator to share these figures with the public.”

She said it was too early to “definitively” link the trends to Brexit.

Janet Davies, chief executive of the Royal College of Nursing, said: “If this is the beginning of a long-term drop in the number of nurses coming to the UK from other parts of the EU, that’s a serious concern at a time when we’re already facing a crisis in nurse staffing numbers.”

“With 24,000 nursing vacancies across the UK, the NHS could not cope without the contribution from EU nurses. Without a guarantee that EU nationals working in the NHS can remain, it will be much harder to retain and recruit staff from the EU, and patient care will suffer as a result.”

The 2016 Immigration Act has introduced tough new measures for illegal migrants and visa overstayers, but the new £30,000 minimum salary for a work permit and settlement rules may be deterring overseas nurses,

Based on my own previous experience on recruitment trips to Romania, Spain, Portugal and Bulgaria, the UK is not always the first choice for EU nurses.Many would choose Germany, France or Belgium, which offer excellent packages. Unlike non-EU nurses on work permits, EU nurses are more transient and prepared to return home after a period on working in the UK.
